Armenia Becomes First in World to Apply AI in Social Protection

Armenia will be the first country in the world to start applying artificial intelligence (AI) technologies in the field of social support for the population. The presentation of the relevant project took place in Yerevan. It is being implemented by the Ministry of Labor and Social Affairs of Armenia in cooperation with the Nork Technology Center and with funding from the Asian Development Bank (ADB). 

The project aims to consider machine learning models and their application in creating mechanisms for organizing social work, identifying new layers of vulnerable population groups, and providing them with more targeted support. 

Anahit Parzyan, the Director General of the Nork Center, said that the program was modeled over the course of a year based on the results of three years of research, after which it was presented to the Ministry of Social and Labor of the Republic. "The system is autonomous; it works independently. For each new poll, we can get a new answer. The main goal is to analyze the needs assessment system," Parzyan said. According to the Director General of the Nork Center, when making decisions and implementing programs for vulnerable groups, people who do not qualify for any programs often remain.

The system is involved in five tasks:

  •  determining whether the adoption of the decision was by all legislative acts;

  •  identifying beneficiaries who will remain in social security programs for more than three years;

  •  identifying beneficiaries who will exit the support program as a result of increased income;

  •  using a software algorithm to group social security beneficiaries to detect hidden trends;

  •  evaluating the effectiveness of state programs in the field of employment 

Narek Mkrtchyan, the Minister of Labor and Social Affairs of Armenia, said that a study was conducted in cooperation with ADB to understand how AI can be helpful in the field of social protection to make more accurate, targeted, and effective decisions.
