In seiner Rede auf dem "Valdai"-Forum am 27. Oktober sagte der russische Präsident Wladimir Putin, dass Russland Armenien im Friedensvertrag mit Aserbaidschan nichts vorschreibe und fügte hinzu, dass die Wahl der Option für das Friedensabkommen im Ermessen Armeniens liege. Er betonte jedoch, dass der Vorschlag aus Washington die Souveränität Aserbaidschans über Bergkarabach widerspiegelt.

Am 28. Oktober erklärte Elnur Kalantarov, Leiter der Abteilung für Öffentlichkeitsarbeit des aserbaidschanischen Staatlichen Migrationsdienstes, dass sich ukrainische Staatsbürger laut Gesetz normalerweise 90 Tage im Land aufhalten können. "Aufgrund der Situation in der Ukraine werden jedoch die Anträge von Bürgern, die aus diesem Land nach Aserbaidschan kommen, berücksichtigt", erklärte er. Die Ukrainer dürfen nun in Aserbaidschan vorerst auf unbestimmte Zeit bleiben.

While speaking at the "Valdai" forum on October 27, Russian President Vladimir Putin said that Russia does not dictate to Armenia in the peace treaty with Azerbaijan and added that the choice of option for the peace agreement is at Armenia's discretion. But he stressed that the proposal from Washington reflects Azerbaijan's sovereignty over [the unrecognized Nagorno-] Karabakh.

On October 28, Elnur Kalantarov, the head of the Public Relations Department of the State Migration Service, said that according to the legislation, Ukrainian citizens could typically stay in the country for 90 days. "However, due to the situation in Ukraine, the applications of citizens coming to Azerbaijan from this country are taken into account," he noted.
