On December 8, referring to the third set of proposals from the Azerbaijani side regarding the draft peace treaty, which was handed over to the Armenian side, Armenian Security Council Secretary Armen Grigoryan said that Armenia would soon transfer the edited version of the draft peace treaty to Azerbaijan.

"We continue to work on the text, and the version edited by us will soon be transferred to Azerbaijan," Grigoryan added. The Secretary of the Security Council emphasized that the Armenian side will invest all its efforts in signing a peace agreement by the end of the year. "Armenia, in the form of the government, has invested all its efforts to have the peace agreement. Now that we are closer to the end of the year, it is difficult to say that it will be successful, but we will continue to work, and it all depends on the results of the work," Armen Grigoryan stated.

Referring to the Nagorno-Karabakh issue, Grigoryan said there is no final decision yet on whether the Nagorno-Karabakh issue will be resolved with a peace treaty or whether a separate international mechanism will be created.

"There was an agreement in Washington to create an international mechanism for Nagorno-Karabakh and Azerbaijan to discuss the rights and security of the Armenians of Nagorno-Karabakh. Until now, there is no clarity about that mechanism. Also, there is no clarity as to whether this will be done under the peace treaty or outside of the peace treaty. Yerevan is in favor of creating security guarantees; it is in favor of creating a mechanism, a discussion between Nagorno-Karabakh and Azerbaijan regarding rights and security," Grigoryan concluded.
