On September 30, speaking at a meeting of heads of special services of the CIS member states in Moscow, Russian Foreign Minister Sergei Lavrov put forward an idea that the format of the Commonwealth of Independent States (CIS) could be helpful in solving problems between Armenia and Azerbaijan.

"The support of the CIS would be needed to resolve the situation between Armenia and Azerbaijan," Lavrov stated. The head of the Foreign Ministry also said that the possibility of using observers from the Collective Security Treaty Organization (CSTO) is currently being discussed to help create favorable conditions for the implementation of the agreements between the leaders of Russia, Armenia, and Azerbaijan, including on the issue of the delimitation of the Armenian-Azerbaijani border and, in general, the normalization of relations between the two Caucasian republics.

Earlier, Caucasus Watch reported that commenting on the issue of rallies in Yerevan demanding Armenia's withdrawal from the organization, Maria Zakharova, the official representative of the Russian Foreign Ministry, stated that the criticism of the Collective Security Treaty Organization (CSTO) voiced by individual politicians is not helpful and does not contribute to the search for mutually acceptable solutions.
