“The Armenian side has changed the entire negotiation methodology on the Nagorno-Karabakh issue,” Ambassador-at-Large Edmon Marukyan said.

According to him, for Azerbaijan the problem of Nagorno-Karabakh is a matter of territory, and the Armenian side has always said that this is not a territorial dispute, but a matter of people's rights. “Now the Armenian side has changed the format and talks about the rights of people, asking what rights these people have, what is their status? Even if Azerbaijan says that they are its citizens, and they provide all citizens with equal rights, they have no evidence of this, since we have numerous examples of ethnic cleansing,” he said. According to Marukyan, when it is determined how the rights of the population of Artsakh, their security, the right to life, freedom of religion, education is guaranteed, the status of the territory and its population will be determined. He also stated that the issue of the so-called enclaves was not raised during the tripartite meeting in Brussels.

Earlier, Marukyan, issued Yerevan's response to Azerbaijan's five-point plan for normalising bilateral ties. According to Marukyan, Yerevan's statement says, "the protection of the security of the Armenians of Nagorno-Karabakh, the respect for their rights and freedoms, as well as the resolution of the ultimate status of Nagorno-Karabakh are vital for the Armenian side. The Armenian side takes into account the pledges made by the President of Azerbaijan, Prime Minister of the Republic of Armenia, and President of the Russian Federation on November 9th, 2020, January 11th, and November 26th, 2021," he said. "The Armenian side is prepared to begin peace talks and normalisation of ties between Azerbaijan and Armenia in order to create interstate relations based on the UN Charter and other international agreements. The co-chairs of the OSCE Minsk Group were urged by Armenia to organise discussions."
